RULES GOVERNING PERSONNEL THAT USE MOBILE AND OR TRUCK MOUNTED CRANES IN ADDITION TO RIGGING AND SOME SIGNAL PERSON EQUIPMENT REQUIREMENTS Equipment: MOBILE CRANES (BOOM TRUCKS), TRUCK MOUNTED CRANE COMMERCIAL INDUSTRIAL PICK AND CARRY CONSTRUCTION CRANES: HYDRAULIC BOOM, LATTICE BOOM, TOWER CRANES 1926.550(a)(5)

The employer shall designate a competent person who shall inspect all machinery and equipment prior to each use, and during use, to make sure it is in safe operating condition.

Any deficiencies shall be repaired, or defective parts replaced, before continued use. 1910.180(a)(21) "Designated" means selected or assigned by the employer or the employer's representative as being qualified to perform specific duties.

1910.180(b)(3) "Designated personnel." Only designated personnel shall be permitted to operate a crane covered by this section.

1926.32(f) "Competent person" means one who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them.

1926.32(m) "Qualified" means one who, by possession of a recognized degree, certificate, or professional standing, or who by extensive knowledge, training, and experience, has successfully demonstrated his ability to solve or resolve problems relating to the subject matter, the work, or the project.
